I’m personally not a computer whiz or anything, and I’m cheap, to put it bluntly. I do know, though, that GIMP (GNU Image Manipulating Program) is amazing with animating. Just type in “GIMP 2″ on Google and you should be able to download it free.
At first GIMP can be kind of hard to use, but to animate just make a bunch of layers that are slightly different. Then in the little tabs at the top of the page there’s this one that has “Playback” on the scroll down list. You can choose speed and everything there. It also has a ton of photo editing things like smudge and fade.
Here’s a link to a place that explains animating on GIMP much better than I did:.
    I hope that helped!

The person above gave a good example, Gimp is free and works well in animation. Photoshop is great if it’s not Elements, it has a animating toolbar, Elements does not and you have to do everything layer by layer (very difficult). Ilustrator, I’m not sure about, but it’s mainly used for drawing. Maya and 3d Max are 3d rendering programs, not really for animating. Flash works well for animations and you can go a lot further. I would recommend using Photoshop and Flash. Err… no articles cause I’m not much of an animator :P I just know the programs.
