Photoshop is for manipulating images and photos that are already there, it's not really the right software for creating the art you want from scratch. I don't know if you understand how to draw freehand and understand perspective. Can you draw 3d using freehand? I think you need to know how to do this before you can even use a software program.

Maya is far too advanced a program to use for an individual who isn't in the animation industry. It is used by people in the film and tv industry as well as for video games.

You might want to check out Bryce:
?

Bryce allows you to create realistic 3d landscapes and animations. You don't have to know how to draw 3d if you use this program.

Here are examples of what people have created using Bryce:

I have been teaching myself to draw in freehand and I'm going to get Bryce. I'm sure that knowing how to draw in 2d would help, but with programs like Bryce that has terrains, images, etc. already built in, all you have to do is choose what you want, change some settings and create 3d art!

I think to become really good at drawing in 2d will take a long time, like practising a few hours a day for at least a year. I've been using some drawing books, but not practising as much as I should! Bryce lets you take shortcuts to create 3d art, especially when you don't have the patience to learn 2d first.
